From March 2023 to December 2025 there were 4 different email engagements where Church and or his staff engaged in evasive, improper, and suspicious manner. The content inquired about varied and relected a lot of disfuntion in County Systems and Church showed no proper concern. A demand was sent to establish him as the author of his own emails and to establish he had control of his office email systems to turn the emails into actionable documents. He refused to respond to the demand while acting like a "King in his own Kingdom" and not a reasonbly engaged civil servant. In his non responsive answer, he suggested complaints to the DA, AG, FPPC or a court if facts warranted it -- given the topics he avoided and the facts to support them that were obviously a problem -- it suggested he knew all those avenues were or could be rigged.

The Monterey County Environmental Health Bureau was engagin oddly and there was major overlap between fraud they had engaged in when passing illogical legislation and Church's work to use that illogical legislation to block well connections for pedestrian reasons. A civil demand was sent exposing concerns dating back 20 years. They refused to engage.

Two permit processes with Monterey County house had taken 8 months and 4 months to work through and 90% of the dialogue during that time was irrlevant. They are only allocated 30 days by law for permit processing. One of these situations involved a Jr ADU permit and it was apparent there was a lot of county "scheming" that was going into preventing ADU permits. During the process a document was uncovered that aligned with the illogical and improper work that Church and the EHB had been engaging in -- and permitting was the department "enforcing" permit denials for the EHB and Church's general interests. A demand was sent. An Executive was caught flip flopping on ADU policies in writing 2 years apart.

As a result of Church's behavior and that of the EHB and HCD, a deep investigation into Church was initiated. Grok suggested pursuing SEI 700 documents and those eventually exposed a bifurcated filing process in 2024 and 2025 , over 12 Million in commercial real estate not properly disclosed, and many other issues.

As a result of the Bifurcated Filing process and seemingly no proper county clerk oversight , a deep investigation into the County Clerk was performed. Her SEI 700 forms shows various gross deviations from proper reporting. Given she is supposed to be the oversight person for all SEI 700 processing and both processes and personal facts were foul, she was asksed to resign. She has not replied nor complied yet.

As a result of the Bifurcated Filing process and seemingly no proper county clerk oversight , an investigatio into the FPPC was performed. That led to the discvory of the bad instructions for form completion dating back to FPPC Founding. Other problems related to process were also discovered showing various willful acts to conceal information on public documents. They were sent a cease and desiste. They have provided an initial response. A response is pending.
