1974 - CA Political Reform Act Hoax - Established SEI 700 disclosure forms and Fair Political Practices Committee for oversight, but instructions for disclosure forms had loopholes stating primary and second homes need not be disclosed if outside civil servants jurisdiction and/or no rent. Allowed Kings, Queens, Pimps and more to dress down and take over offices

1974-December 2025 - Complete Deterioratoin of California Government and Commercial Systems - Seemingly no true media oversight for the fraudulent instructions for disclosure by Elected Polticians or Judges or key civil servants. The entire Legal System of California was transformed over 50 years into a cover up system for frauds acroass all industries and Government agencies (expand for more detailed list of issues and concerns)

1970-1980's Attorneys via legislation changed requirements to be Judges(from elected and respected leaders unlicensed as attorneys to requirement for legal license to requirement for legal license and 10 year bar membership to remove the public as well as the naïve licensee)
1978-1984 - Attorney John R. McDonough Jr engagement with the California Association of Realtors to invert beliefs about contract formation processes
1985 - CIV 1102 fraud - Attorneys legislated McDonough's fraud by creating inverted legislation for real estate contract formations handing the entire industry to massive land pirates (crooked real estate brokers)
1985-1990 -- CCP 1032 - 1033.5 fraud - Attorneys created fraudulent legislation related to Attorney Fee Cost Shifting that biased the entire civil system towards Corporations and Defendants
1990s - Attorneys via legislation executed the Consolidation and removal of county level municipal and justice of the peace courts - for purposes of consolidation under state controlled Superior Courts (courts and judges controlled by them)
1990s -Attorneys via legislation executed the removal of local and equitable small claims court system and replacement with a Superior Court system masked as small claims for round one
2000 - Attorneys via legislation executed the final blow to the courts -- full consolidation of all courts under the Superior Court System (and all the oversight bodies they then had control over)

1. CADRE - California Department of Real Esate - full corruption (documentable via emails and investigations)

9. FTB - Franchise Tax Board - Serious concerns with enforcement of foreign LLC laws in a manner not aligned with clear statutes (documentable via emails and investigations)

IT - Changed robots.text file to "disallow" for https://leginfo.legislature.ca.gov/ during time window when it's use for legal rebuttals was exposed via social media (documentable via wayback machine - 1/23/2025 +- 24 hours). Overseeing computer systems that are hiding data and facts from screens (legal documents ) Overseeing implementation of non binding efiling systems (fppc) etc.
2000 to 2025 County Corruption
1. Superior Court Clerks -
  1. using software that hides key facts about document submissions and acceptance, holding back documents from judges, allowing for fraudulent motion filings from dead attorneys, refusal to provide transparent facts when requested/demand, possibly assisting in the drafting of fraudulent orders
  2. failing to make records publicly accessible via internet as required per 2007 statute
2. Superior Court Judges
  1. Role Playing with Attorneys and Litigants - Lying about self help options - refusing to rule on obvious statute violations due to lack of precedent , practicing law from the bench, engaging in the writing and execution of patently fraudulent orders and rulings, refusing to report dead attorneys filing motions to the BAR, allowing people off for fraud who "start fraud but are caught before it's complete" , failing to report conflicts of interest, etc etc (much longer list all documentable)
  2. No mental health oversight
  3. Removal of recordings of all civil proceedings in 2022 due to "costs"
3. Small Claims Court
  1. Vague/Fraudulent instructions for process, concealment of true nature of appeal process and ramifcations

EHB - Environmental Health Bureau Hoaxes related to Water Quality Testing and artificial suppression of housing density expansion since 1995 (documentable via emails and investigations and demands) False presentation of financials to Board(s) to support illogical increase in fees to well system owners
7. HCD - Permitting frauds related to ADU's and building permits in conjunction with EHB frauds (documentable via emails and investigations and demands)
8. SS - Social Services Frauds - Non transparent complaint process. Lost complaint information. No follow-up on critical matters, while engaging improperly in less critical matters outside areas of expertise (documentable via emails and investigations and demands)

2018 to December 2025 - Documentation of systemic failures in all aspects of County and State Services / Consumer Protetion Services / Courts - Tenants and then homeowners in California gained knowledge of excessive and gobsmacking level of fraud related to the Monterey County permitting office, the Environmental Health Bureau, Water Boards, the Board of Supervsiors, state wide Real Estate Brokerages racketeering in conjunction with CA Bar and Superior Clerk and judge engagments, total oversight failures in state level Consumer protection related to Real Estate, Structural Pest Control, Contractors, Loan Originators, Insurers, etc etc. Literally nothing political or legal was operating with any level of integrity at the County, multi-county or state level.

March 2023 to December 2025 - 4 email engagements with Monterey County Supervisor exposes Evasive Dispositions -- Monterey County Supervisor Glenn Church and members of his staff wre contacted via email on four differnt occassions to discuss four different fact sets. The repsonses from his staff were filled with odd, evasive and non-responsive behavior. Nothing at all like what would be expected from a civil servant who did or should have known his response would not be acceptable to the public at large, if shared.

December 2025 - Monterey County Supervisor Refuses to respond to a Civil Demand for Accountability and Transparency - A civil demand was sent to Monterey County Supervisor Glenn Church asking him to verify he authored his own emails and that his staff had done the same from spring 2023 through December 2025. The demand intention was to get him to own the communication problems or expose something else. Oddly, he responded as if he was the King of his own Kingdom and not beholden to anyone. If he had consulted the Monterey County attorney it seemed a different response would have been tendered. He extended an invitation to file complaints with the DA, AG, FPPC or a court of competent jurisdiction, which was odd given the implications of his own behavior in response to that which had been exposed to him. One would only do that if they knew they had ALL systems rigged.

December 2025 - Dialogue with Grok exposed SEI 700 forms - Dialogue with Grok transpired as part of a complaint drafting process . Grok suggested a review of "SEI 700 forms" and provided links to the Monterey County website. Forms that had been efiled were available but those manually filed with the clerk had to be retrieved from the clerk (as if they couldn't scan them and present in pdf like the efile).

December 2025 - Visit to Clerk exposed FPPC Website and Document Confusion - During the Clerk Counter engagement for copies, confusion arose about documents and the clerk asked if I wanted her to download a copy from the "FPPC" website (with no understanding what that meant but asked or it). The Clerk returned confused and with a document that did not match one she thought it would. When asked if the public had access to the FPPC website she claimed she was unsure but in fact it's a public portal too.
