The California Examiner is a new, online only media resource that connects the public to investigative journalists, public document auditors, 'righteous' media members, and sincere public servants exposing concerns across California and in all 58 counties.

The exposure of the Minnesota and California Day Care, Medicare, Medicaid, Transportation, and Hospice fraud has been running in parallel with a lesser known, but shockingly profound story that not only enables, but requires everyone to "engage in fraud busting" in a more local, personal, and meaningful way.

Sitting on the sidelines watching it all come down can be frustrating, dis-empowering, and even a bit scary. Part 1

For 1000's of years, written, economic disclosure statements were required to prevent civil servants participating in a Republic from self-serving and serving hidden interests. That was and is the only way to protect the sanctity of a Republic and shared Fortunes. A requirement to keep subversionists out. Public disclosure documents with transparent disclosure statements combined with an absolutely brutal public over site and discipline system when disclosure fraud is found are the heartbeat and nervous system of a Republic. If either system fails, it all fails.

In 1974, California Attorneys, Legislators and those in the Judiciary Committees for the California Senate and Assembly passed the "Political Reform Act" (PRA). That included the creation of a Statement of Economic Interest form (SEI 700 form) that required key public servants (elected, appointed and employed) to disclose everything about potential conflicts of interest (stocks, bonds, investments, dividends, trusts, real estate, businesses, jobs, spousal and child interests, gifts, etc). It also established a government funded, state wide "Regulator" (the Fair Political Practices Commission- aka the FPPC) to oversee the system.

Anyone looking on from a distance with no understanding of the missing myths about Law Clerks improperly elevating themselves with titles like "Attorney", and then rigging the political system, and then engaging in the rigged political system to overtake Judge-ships only fit for non-licensed persons, and ultimately, the Court system in entirety, would have had no idea what was being initiated by "them".

The legislated disclosure form (SEI 700 form) is very detailed and seemingly appropriate. Unfortunately, the Attorneys and Legislators who put the system in place also put "loopholes" in instructions for disclosure statements, with statements like,

"You need not disclose primary or second homes not in your jurisdiction and/or the same if there is no rental income generated".

Thus, the system was not a system at all. It was Faux.

With instructions like that, European, Latino, African, and Asian Royals, with Castles and Kingdoms in far off lands could dress down, disclose nothing, infiltrate the California government and legal system -- one of the largest economies in the world and home to the most powerful media and military industries on the planet -- and start bringing in their clans while off shoring business to their own lands.

And in their own twisted little minds they'd claim their lack of disclosure of who they were was "just" because they were "just following the 'laws' proposed 'legally' and those which were accepted by others via a lack of opposition".

With no consideration for the obvious lack of media coverage that should have protected the state's constituents back then.

The Attorneys and Legislators who did this, and those in the media who went silently along, are best thought of as "Kleptocracy's Servants" , "Kleptocracy's Keeper's", and/or "The Royals Guard".

They got away with this with no proper media oversight and that exposes a different concern.

At this time it's not even clear if the public even knew the faux oversight system had been created or installed at all.

Part 2

This type of "takeover" transpires in "productive, high trust, community centric societies" once the public at large is lulled to forget the most important myths about Democracies, Republics, Treasury Protections, and Royal Commercial Pirates from distant lands.

When they come, they come for everything. They leave nothing but opium in their trail. They come for land first. Then commerce. Then a middle class and trades. Then the sanity of all.

"Trust but Verify" is a Republic's motto. "God said to Love one another, not Trust one another" is an oldy but goody, too.

And that was all lost in 1974 with barely a murmur.

Simultaneously and subsequently,

Your history shows Education was "centralized" right after that coup? Civics Education, Home Economics, and Trades were removed from schools? The for profit insurance companies were brought in (from the UK). The legal system started to turn into a "british business" because of the insurance systems (Lloyds of London). The rules about Judges and Judgeships started shifting. The Prison Industrial complex they foist on others began to grow. The grade school and college curriculum was changed to revolve around curriculum driven by textbooks, which started shifting away from healthy reading (and math) skills -- and filled with biased history as well.

All you need to do is look at the controller of textbooks in the late 1980s to understand who was involved there too (UK's Robert Maxwell, Ghislaine, et al).

Indeed, this has all been done by foreign Royal Crowns interested in land grabs and commercial offshoring.

Then, as people started to wake, the opiates were brought in yet again. The opium is still their favorite on exit to make sure nobody can remember their names.

But why didn't "anyone" speak up about those "crooked" SEI 700 form instructions brought in in 1974? That is a massive conspiracy and clerical coup sitting in plain view?

Any naïve, newly minted civil servants (including the new flavor of unholy Judges licensed back then) who may have been idealists were exposed to economic disclosure instructions which showed "cheating" was allowed.

What does one do when they discover those instructions AFTER they've been elected or appointed to a job of their dreams but filled them out with honesty first? (Judge Ian Rivamonte, for example).

Most joined in on the fraud and we can find "none" who blew the whistle.

Or maybe some did, but the media drowned them out. Or worse yet, they were just drowned out both literally and figuratively (Obama's past chef - Anne Heche, etc).

There is a quote attributed to a Rothschild that likely dates far further back than what that young family stands for that sums up this type of scenario succinctly

" The few who understand the system, will either be so interested from its profits or so dependant on its favors, that there will be no opposition from that class".

That was not limited to banking. As can be seen, it has perfect application here as well.

Access to Government Power and Treasuries of others unguarded is their perpetual goal.

Part 3

Indeed, in 1974, Kleptocracy's servants crowned themselves the overseers of the public trust and nobody was paying attention. They then ushered in the Royals, Kleptocrats, Oligarchs, unbridled capitalists, fascists, cartels, and more with open doors -- to California's communal detriment.

This is not a new story. It is very old, albeit the players faces change a wee with time. If we look carefully we may find that some or many of the families controlling California today don't just date to the 1850s. They date to the early 1600s and they track back through Minnesota to Massachusetts and elsewhere along the eastern shore, but it's not remotely just them for sure. There are many more.

These are families that may have been here 170 years prior to the Boston Tea Party, the Declaration of Independence, the Constitution, the first and second banks of America, Thomas Jefferson, George Washington, etc etc.

Even if they weren't members of royal families then, which some may have been, they certainly developed trade with Europe, Latin America, and Asia back then -- and they became North America's first official "Land Lords" of more Ancient Lore.

By the 1760's an independent America was of no interest to them. Even if that is not the case for some, commercial trading in uncharted lands has always been for the lawless, not the lawful.

If you wonder more about how they work you may find the "Gold Rush" was a hoax to draw folks chasing dreams into a Commercial Kingdom they already owned. A great example of a company store. It's been said not a single person got rich striking gold, but all who served the dreamers ( hoteliers, bar owners, restaurateurs, hardware store owners, shovel makers, undertakers, cemetery owners, etc. ) did. And that is one of many ways they work. They move people around, and they draw people to themselves for their own commercial gains.

If you look carefully in very modern California times, and ask yourself who Erin Brockovich worked for and who his partner was. If you look into that matter further, you may see something shocking there as well. Brockovich's original bosses partner and seemingly her own boss later was Attorney Tom Girardi. California's most notorious rogue attorney today. Also a California story more oddly rooted.

And there's a Tartarian story to consider as well. For sure a fascinating thing to ponder. Were they here even longer?

No matter the history that is found, it is those who became the first modern "Land Lords" in North America, that are the problems now -- and some are exposed below in a way few currently know -- helping to bring this all back to the present now.

In-deed. As of today, there is now a greatly expanded gaggle of Kleptocracy's Servants ("Attorneys" , "Judges", "Real Estate Brokers", "Contractors", "Home Inspectors", "Termite Inspectors", and "Civil Servants" with "corrupt Clerks at the center" ) who are fronting for people you never knew existed who have extracted the riches of a once rich land -- and as a parting gift they left the opium to say good bye -- an attempt to wipe all memories dry.

In-deed. As of today, the FPPC ( the Fair Political Practices Commission) is the Agency created in 1974 that is the most outward facing commercial control system at this time.

There are other legal levers they took over too including 1) the Commission on Judicial Performance ( the CJP) 2) the Judicial Council of California (the JCC) 3) the State Bar of CA (the CA BAR) 4) the entire Superior Court System 5) and "a little bit more".

But if you focus on the FPPC the rest should come down more naturally.

Thankfully, now that they've been identified and their path to power has been recognized for more to see, there is a very quick switch that can be thrown to right side out these things again. Far faster than you or they can imagine, if you mobilize in your own communities.

In-deed. "the crooked ones". In more ways than one.

How do they work you might ask? Give me an example I can trust, you may say. Okay...

Example of FPPC and State Elections Clerk providing no proper document Oversite or Control at all...

Below is a simple example of gross procedural error by the State Clerk of Elections combined with the FPPC that indicate NONE are doing their job with any sense of duty at all. There are some far worse and far more specific, but start here.

This cover page of an SEI 700 form was filed in 2022 by a candidate seeking a very important, elected California state office .

At the time, this candidate was NOT a member of California Government and they were never a member of the state or county government work force prior. They were seeking to shift from private sector to government work.

The cover page has a handful of important facts that need to be filled in -- but two of them critical and easiest for a Clerk to review are 1) page count and 2) Schedules to be filed and/or "none".

This cover page has no page count indicated and it has no schedules identified nor the word "none" checked.

In an audit after the fact, this filer could state they submitted many pages that were lost by the clerks and unsure why they allowed them to submit an incomplete cover page.

In an audit, the Clerk of Elections and the FPPC have ZERO excuse at all for what they are being paid a King's ransom to do.

This document was handstamped twice.

In the top right corner it was handstamped, presumably by the State Clerk for the Elections Board - but the stamp is illegible and any deputy initials or name may not be legible. Accident or intentional?
In the middle on the right is the second stamp and there is a CG stamp at the top in a circle. The FPPC has a practice of stamping the document sideways (for some reason) and there are never initials for the clerk who stamped it, although those may be the CG in the circle at the top (other documents were noted to have circled stamps with 2 letters as well).

So, at this time, we are to accept that not only one, but two clerks, have no ability to do their jobs with the second specifically intended to review the work of the first?

If the clerks are NOT looking for page count and schedule notations, what are they looking for? If the filers can't read and fill out critical fields what does that say about them?

The number of times missing page count came up in a minor amount of audits was in fact shocking and exploitative. It indicates no clerks are engaging at a foundational level and any cross checks one might expect look more like collusion or conspiracy when facts are compiled.

... and who was the filer? why should we have been or be concerned? ...

This filer's recent past (from 2020 to present) looks interesting and politically engaging. If one only judged him on that, he may have been considered a possible fit for a state Political Disruptor.

However, a deeper dive via public documents was pursued to understand him better. That exposed a far more chaotic earlier life (per his own admission), the engagement in commerce that some voting may have wanted to question a lot more, missing work history from 1997 to 2010 , statements about alcoholism kicked in 2005, and a life far different prior. It also exposed an obvious connection to media creation and content distribution since the 1980s that might prevent others in the media from doing public vetting of him.

Per one of his two linked in profiles (which are dramatically different), in the early 1990s he worked in Telecom Distribution for a cable business. In addition to distributing a fairly traditional 20-30 channel TV line up (standard back then), it seems his employer also distributed pay per view videos for male pornography, including both heterosexual and homosexual content. While that might be looked upon with less discerning eyes today -- if he was involved in the pay-per-view distribution of male heterosexual and homosexual content in the late 1980s, that would have been leading edge work back then -- the distribution area he worked seems to have initially been French Canada (which raises additional concerns for some of us) -- and any company that knew who was ordering male homosexual content back then had a treasure of data worth a King's Ransom for blackmail and coercion purposes.

How does a guy from the Southern California land that job in late 1980s? Due to proximity to Hollywood and the recording arts, was he on the production side as well? Was he connected to the content creators as well as the distributors? Was he connected to any data purchasers?

For many people with conservative values, these are facts and questions they may have wanted ask. But if nobody is exposing past facts in a public way, then nobody can ask about them too.

In this case, he did not win the elected position. So nothing lost right?

Not so fast. Who did win, how did they win, and could he have been employed as a distraction?

The person who won was referred to as a "surprise" by the media after the fact. He too was from southern CA, he had served in CA government , but he also seemingly ran for 33 local and state offices in California, Arizona, Maryland and Nevada over a 50 year period before "unexpectedly winning" his CA position in 2018. Since when do politicians move around that much? Was he spreading some kind of California democracy potion and returning home for a final promotion?

No connection was made between those two, but what was found deeper down than shared above exposed a lot more odd and concerning threads in need of investigation -- and the point for the oversight needs should now be crystal clear.

And here are stories about others who did get through...

In this website and others a few initial case studies are provided that are shocking.

A County Supervisor concealed $12M in commercial real estate and direct partnerships with Commercial Real Estate Brokers while creating laws that directly affected land, water, sanitation and public fund allocations that could have benefited he and those he was connected with dramatically (these are only some of many concerns including commercial connections to Minnesota).
A County Assessor, the person responsible for overseeing disclosure document propriety, played shell games on her own forms with 5 properties appearing and disappearing without proper notations.
A Superior Court Judge showed no inability to fill out page one of his disclosure documents consistently over 9 years. Concerns about mental health or attention retention problems are obvious just from cover page skimming alone.
A Superior Court Judge new to "the system" filled out the form as the public might expect upon taking office. Eight pages of disclosures. Nine months later, he claimed he no longer had anything to disclose at all, and it's been that way for years now -- while seeming clear he still has a trust with contents that may need to be exposed and he may be living in another county ruling from afar -- albeit "legally", since that too may be without disclosure requirement per the FPPC.

And to be clear - these stories referenced above are NOT the result of sifting through 100's or 1000's of audits. This a result of targeted investigations selecting key people who would have to be mis-behaving for the system to be so dysfunctional -- and after skimming 18 Judges in Monterey County and picking out the first two with the most obvious concerns, but numerous others with odd statements as well.

Without a doubt, there are 1000's upon 1000's of stories that need to be exposed, and only independent, non-main stream media connected, County and City Level engagement and oversight can handle such a load.

Example - County "Assessor-Clerk-Recorder" - Numerous filing concerns...

The County Assessor-Clerk-Recorder is one of 5 countywide elected positions separate from Board of Supervisors and Superior Court Judges. The County Clerk is the Commander of the Guards at the outer Gates. A Corruption issue there is deadly to a Republic.

In this current California County setup, they only report to county constituents. They are NOT a direct report to the Board of Supervisors or Judges. The Problem? If they are corrupt, it's the people of the county who have to come together to do something and a recall is overly burdensome. Everyone thus is left to fight their own individual battles which is NOT the way it was supposed to be done. The Job of Assessor, Clerk and Recorder use to be separate. They started getting consolidated in the latter half of the 1900's and in Monterey County they were fully consolidated into a single position in 1995. Consolidation may have been good for efficiency but it is NOT good if that person or position is corrupted -- because then not one but three functions may be corrupted.

Problems with process and procedure were noted in Monterey County. A simple SEI 700 audit was performed.

From 2014 to present she noted 5 different properties on SEI 700 forms but never more than 2 at a time. Not one of those was properly noted with acquisition and/or disposal information.
From 2014 to present her filings show "data flipping". Data flipping is when content that shold be static on forms year over year is shifted around. This is a technique used by Accountants and others to obfuscate and confuse auditors. Why is she engaging in that practice? Is she? Is it the e-filing software?
From 2014 to present her filings show a strange dip/shift in FMV for many years that is not inline with facts.

These are shown below. There were a lot more and these are just individual concerns. When you see procedural concerns she was engaging in that were the catalyst for this audit you should have far graver concerns for a Breach at the Gates of the Clerks in every county in California.

Example - County Supervisor - Bifurcated Filing (provided totally different information to County and State via two separate e-filing processes that should never have allowed this potential to even exist...)

In 2024 and 2025 a Monterey County supervisor took liberties to file totally different information to the county and the state. He should never had contact with the state directly. Only the county clerk should have. The information he provided to the County is vague and incomplete -- and the committees involved in are only county level, thus concealing multi-county work. The information he provided to the state is more complete, but there he conceals the excessive number of local committees he's involved in and he exposes numerous multi-county agency involvement not disclosed to the county.

Who does that type of thing? Who does that type of thing without fear of massive reprisals if caught? What will he say if caught? What defense could he possibly put up? And what happens if/when his state filing is used to expose the fact he had been concealing $12M in commercial real estate and private business partnership with Commercial Real estate brokers since 2017 (over 7 years prior)?

It's presumed at this time he was under impression that the State document may have been hard or impossible for county constituents to see or obtain -- and at this time he is showing no concern for being caught. He and the Monterey County Board of Supervisors have continued to meet AFTER being notified of the bifurcated filing and disclosure fraud. As if, in their world, none of this actually matters.

Do you think people in the County should have been told his spouse was making more than $10k annually from two local media outlets? Is that why they are not covering this? This particular county supervisor has had a 15 year relationship with 30 year local news influencer -- and it's believed the Count itself is actually a major client for local news classifieds, preventing them from being the over site arbiter many thought existed. . Does that help with understanding more?

SEI 700 Forms are due from incumbents and aspirants during the application period. That's where they've been cheating and hiding real facts from view. And it can all be stopped immediately with focused attention and minor effort from you. Believe it or not. Don't just audit those running now. Audit them all. Go back 10 years or further if you can. Expose what you find for all who filed in every county and for state positions for the past decade or more. You WILL find stories profound. We already did with just a few audits to prove it so. Shock the world.

Many think change must come from those who run for office. New Blood. That hasn't worked yet. Why not? Because the best offense is a good defense, and the defense that was supposed to keep the Kleptocrats out -- (economic interest over site) -- was lost in 1974 -- and the Gates of a Republic and it's Treasury have been manned by the Kleptocrat's private guard (the Attorneys), since 1974.
